Paul spent two years as a Foreign Office Japanese language officer in Tokyo, then 14 years on the commercial side of the British Embassy, as Commercial Counsellor 1989-1993. He had secondments to the DTI and to Smiths Industries, was Deputy Ambassador to the Netherlands, HM Consul-General at Los Angeles and HM Ambassador to the Philippines. He is a Fellow of the Chartered Institutes of Linguists and Marketing and of the RSA.
